County Manager's Advisory Council


The County Manager’s Advisory Council (CMAC) is a forum for constructive discussion on the role and responsibilities of county government in our changing world. CMAC shares knowledge, best practices and advice with the County Manager and county senior leadership on various strategic issues with the goal of enhancing organizational effectiveness.



The membership of CMAC consists of up to 20 members appointed by the County Manager. Each member shall serve for a two-year term with the possibility of multiple reappointments at the discretion of the County Manager. To the extent practical, members represent a diverse cross-section of private, public and nonprofit sector organizations.

Membership Expectations

  • Attend monthly advisory council meetings
  • Bring professional experience and expertise, along with a diversity of views and a willingness to express them
  • Attend capstone County events outside of CMAC meetings no less than three times per year (examples include Washoe Impact Awards, open houses, ribbon cuttings, etc.)
  • Provide advice and counsel to the County Manager through informed recommendations
  • Act as ambassadors to the community
  • Periodically serve on subcommittees organized to complete specific tasks identified by the County Manager and CMAC

Meeting Schedule 

The County Manager’s Advisory Council meets on a monthly basis.

Jenifer Rose is the founder and CEO of Community Office Solutions, a business to business office supply company. Jenifer was appointed in 2015 by the City of Reno and currently serves as a Reno Tahoe International Airport Board Trustee, also serving as airport treasurer for 3 years. Jenifer was appointed by Washoe County and served on the Western Nevada Development District for 4 years.

Rob Gaedtke is President & CEO of KPS3 – a high-functioning branding agency, veteran PR firm, and innovative digital shop. Rob has nearly two decades of modern marketing experience working with brands across the nation that span nearly every business sector. Rob is also a husband, father, aspiring climber, board chair of the Children’s Cabinet, and member of this advisory council, the TMCC Business School advisory council, and the Reynolds School of Journalism advisory council. Rob’s personal vision is to “do amazing things.”

Diane L. Becker practiced law in California for forty-three years before retiring to live in Incline Village.  As the former Chief Legal Officer for a large international corporation, and general counsel to several companies, Ms. Becker’s areas of practice included General Counsel Services and Legal Risk Management, Real Estate Law and Corporate Law.  Ms. Becker is active in the local community, serving as a member of, among other organizations,  CMAC, the IVGID Ordinance 7 Committee, and the Incline Village/Crystal Bay Citizen Advisory Board.

Patrick Cashell serves as the Regional Director of Volunteers of America. As Regional Director of Volunteers of America, Patrick leads 70 program staff in providing shelter, outreach, case management, affordable housing and other support services for thousands of men, women and children in Northern Nevada. He also manages and helped found Reno Works, a workforce development program that provides homeless shelter residents with an opportunity to transition into the workforce and permanent housing.

Mari Chuy’s Mexican Kitchen owner and head chef, Jesus “Chuy” Gutierrez, grew up in Northern Nevada, developing his restaurant chops from a young age. He married his wife Maria, the “Mari” of Mari Chuy’s, and is now a father of three. He opened his first restaurant — a family business named Fresh Mex — in 2001 before moving his Mexican cuisine to a Reno hotspot, Midtown District Reno. Known for its fresh ingredients and giving back to the community, Mari Chuy’s Mexican Kitchen became a pillar of the area after opening in 2011.

Eugenia is the President of Ekay Economic Consultants, an economic consulting company based in Reno. Eugenia's areas of practice include financial, fiscal and economic impact analyses, economic damages, population and demographic projections, and market and feasibility studies.

Beth Macmillan joined Artown as Festival Manager in February 2001 and was promoted to Executive Director in November of 2003. As Executive Director she has produced Artown events, created “out of the box” approaches and strategic partnerships to presentations, co-presentations and future Artown commissions. Now widely recognized as a leader in the festival presenting model, she has made several presentations about Artown regionally and nationally. She currently serves as an At-Large officer on the Executive Committee for APAP.

Manuel Martinez relocated to the Reno area in 2004 to work as the Vice President and general manager for Charter communications Northern NV and Central California areas. After retiring from Charter in 2014 he continued to work with the Chamber directing the minority outreach program and business development programs. He now spends most of his time trying to play golf, hiking and traveling.

Dwight Millard is currently the Area Manager of HomeTown Lenders Inc., a top nationally rated independent mortgage lender in the country.  He provides on a regular basis economic and financial updates to local business partners including his participation every Tuesday and Thursday on the Jon Sanchez show on KOH AM 780 radio at 5pm, and round table discussions for Northern Nevada real estate professionals.

Irene Payne has extensive marketing, communications and community outreach experience in private, public and nonprofit sector organizations. Irene was born in the UK and headed up global marketing for a London based nonprofit before moving to Reno and becoming Chief Communications and Community Outreach for Washoe County School District. A position she held until recently.  Irene serves on various boards including Washoe County Regional Animal Services, Human Services Network and the Assistance League Advisory Committee.

Immediate past chair for CMAC, 2017 - 2020.

Mat has a long history of museum experience that includes the Oregon Museum of Science & Industry (OMSI) and the Hoyt Arboretum in Portland. Mat joined The Discovery as President/CEO in 2013 and has helped the organization grow at a rapid rate, serving nearly 200,000 visitors per year and more than 1.3 million visitors since opening to the public in 2011.

Don Tatro is the Sales Manager/Loan Officer at Northpointe Bank’s Reno branch.  Prior to working with Northpointe, Don was the CEO of the Builders Association of Northern Nevada for nearly 6 years.  He is a native Nevadan and an active participant in many local philanthropic and charitable organizations, including 1st Vice President of the ACE Charter High School board.
